美國馬里蘭州檢察官1日宣布，巴爾的摩市非裔青年葛雷之死乃是殺人案，6名涉案員警被以多項罪名起訴，包括二級謀殺、殺人及攻擊等，針對這些員警的逮捕令也已發布。在巴城市政府前示威的民眾獲悉這項戲劇性發展後，立即喝采聲四起。
州檢察官莫斯比女士說：「經過我們全面、徹底及獨立的調查，加上1日收到的驗屍官報告認定葛雷之死乃是殺人案，讓我們有理由提起刑事控訴。」
州檢定調葛雷「被殺」
巴爾的摩警方4月31日結束內部調查，將葛雷死亡案移交州檢察官。但之前媒體曾引據警方公布的部分初步調查結果稱，無證據顯示葛雷脊椎致命傷係發生於逮捕過程中，他可能是在警車裡跌倒，頭部碰撞受傷。
數名警界消息人士透露，葛雷在車上呈站姿，雙手反銬背後，臉朝向門。他撞擊警車內門，導致頭與頸部受了致命傷；驗屍官辦公室則表示，其頭部一處傷口形狀，與門上外凸的螺絲釘相符合。
巴市當局之前已坦承疏失，因為員警把葛雷送上警車後，未依規定替他繫安全帶，對他要求送醫亦置之不理。
警說法數變遭媒體反駁
但英國《每日郵報》以獨家報導反駁，美警方標準配車的內門表面平坦，螺絲釘栓進門裡，沒有外凸情形。巴爾的摩警用廂型車的車款為雪佛蘭Express。雪佛蘭網站上的展示圖片中，內門除了讓空氣流通的格子窗，沒有其他東西。另外在美聯社拍的廂型車照片中，右邊的內門表面平坦，沒有外凸螺絲釘。
警車曾在中途停了數次
雪佛蘭發言人阿巴諾表示，執法單位經常要求客製化車款。《每日郵報》則說，假如證實警車依巴市警方要求，以不安全的方式改裝，他們可能吃上官司。
